Yes, they have changed it so Diamonds can only get the buffet... no more ordering off the menu. However, I told them I was a Diamond upfront. I don't know what will happen if you just order and deal with it later...
I was also told at checkin that it was buffet only but I still ordered off the full menu and had it comped each day for 3 people with no hesitating. Incredible benefit IMO- Andaz Weho is my LA go-to points hotel.
