Intra-California flights are getting cancelled for weather issues. The weather delay can be citied for any flight on the network. And it's convenient for the airlines since it frees them of responsibility to take care of customers.
This is indeed a kind of situation that led to the push for the EU equivalent of a
passenger bill of right that is legally applicable for flights from the relevant European region and for common carriers based in that region regardless of origin and destination of the flights.
