This may be OT but it's not the State Department that is making citizens pay, but citizens that are making citizens pay. Congress would have to provide authorization for any executive agency to evacuate non-official Americans on government dime. This has been waived only a few times in the past. When citizens don't pay, it comes out of the foreign ops authorization that currently stands at less than 1% of the total budget. In other words, we Americans get what we pay for.
