I can pretty much assure you that USG won't be refunding any tickets. State is even making Americans reimburse the government for emergency evacuation flights to random European cities (which other countries are providing their citizens free of charge). There's no free ride with the USG.
This may be OT but it's not the State Department that is making citizens pay, but citizens that are making citizens pay. Congress would have to provide authorization for any executive agency to evacuate non-official Americans on government dime. This has been waived only a few times in the past. When citizens don't pay, it comes out of the foreign ops authorization that currently stands at less than 1% of the total budget. In other words, we Americans get what we pay for.
