Florida just about does that: the last time I took any sort of written or in-car driving test was in 1997, I haven't been re-tested since despite renewing my license twice, and the in-car "test" was one time around a small building. In other words, the state doesn't actually know if I know how to drive or not.
I think there's a distinction between taking a driver's test and being required to carry your license with you at all times in a vehicle.
