As has been noted frequently in this forum --- strictly speaking, you don't have to have an approved ID card to fly, as long as you're willing to submit to the TSA's lengthy and invasive identity verification procedure. Alternatively, GA residents could present some other identity card from TSA's list of approved IDs (passports qualify, but there are others).
