Very good point. But it doesn't help the applicant who otherwise qualifies for a 5yr/10yr visa but doesn't yet have any specific travel itinerary.
But why bother getting a multi-year visa if you have no intention of traveling soon, and not even a vague idea of your upcoming dates of travel? All that does is waste part of the duration period of the visa.
