Based on all the goings on at CO/UA, here's what's going to happen.

EUA to F will be eliminated.

E+ will consist of seats with some additional legroom (less than E+ on UA on most planes, more like E+ on UA's PS service). TV will be included for free in E+ seats.

Elites WILL NOT have free access to E+.

Anyone will be able to reserve E+ plus in advance by buying Y fares; elites will also get instant access with B or M fares.

Elites not on Y,B or M fares will be eligible for EUA from E- to E+.
