A: Because that's their policy. It doesn't have to make sense.
I can see that this thread was a total waste of everyone's time. lol
Travel dates are also required because if they do not want to give you a 5 yr / 10 yr visa, a visa with exact dates of proposed travel may be granted. Usually is the case if you're deemed to have not enough supporting documentation to supply longer visa.
