Never. Too much civilian contract presence and things that don't really mesh with a civilian air facility. I doubt the DoD would want commercial traffic landing at a place where there is a medium-security prison and the shop where the Navy's supply of arresting cables for aircraft carriers are built and tested. Too much of an infrastructure problem and too much risk...there's also open land on the base for land warfare training and an artillery range.
