3. Reduce the "normal" number of flights per hour to a reasonable number that can be handled in bad weather. Force the airlines to fly fewer, but LARGER aircraft between domestic airports.

I think many of us wouldn't mind taking a 772 or 744 from ORD-EWR.
Charge the same rate for aircraft 0-200 seats; I think you'd see jungle jets starting to fade fast.
