Having stayed at all Fairmont hotels in Vancouver I can say that all three hotels are decent, but the Pacific Rim definitely stands out as a true 5* hotel: very nice rooms, fantastic location, excellent service - definitely one of my favourite Fairmont properties.

That being said, the Fairmont Waterfront currently has a very tempting offer: Fairmont room from $159/night, Fairmont Gold room: from $239/night

P.S. It should a good 15min walk from the Pacific Rim/Waterfront to the Fairmont Hotel Vancouver.
