No, you're incorrect - the same daily price caps apply regardless of whether the day's journeys have taken place on the Tube/LO/DLR (or 'old'/'PAYG legacy' rail), or on (NR PAYG tariff rated) rail services, or a combination of both. So 'type 3', as you term it,
is subject to a cap - which cap depends on which zones have been traversed of course.
(Also worth noting there's an Oyster PAYG 'bus only' cap, which is currently £4.00 - also there's no peak/ off-peak divide here, this cap applies at all times including the morning peak.)

). It also seems odd because a price cap "earned" on the tube, applies (as I read it) to national rail as well within the relevant zones. Or maybe the "through" prioce caps apply?

What is a shame is that the old zones 2-6 daily price cap, along with the zones 2-6 Day Travelcard, have been discontinued as of the fares change at the start of the year - these offerings were neat if you weren't going into zone 1 as they offered a saving (and indeed one could still go into zone 1 by bus and take advantage of them).
So now (and since January 2nd), even if you don't go into zone 1 (by Tube/rail) during your days travels, you still have to pay for it
