Short answer: 9/11
Long answer: Originally, T2 was to be converted for AA to use exclusively, and T3 would become UA's terminal. 911 screwed everything up, and in the mean time, AA has shrunk their presence at SFO. A random fact about the old T2, I think that was the only international arrivals terminal where baggage claim is before immigration.
