Perhaps reservations needs to be made aware that is company policy, as I did a search for a TPA-MIA flight and all segments indicate "Economy Class Meal: Beverage Service."

AA's beverage service information page does not indicate that some flights are designated no service, but it does say "Some brands may not be available on all flights. Supplies are limited."

AA should indicate this to their customers to prevent any confusion and misunderstandings. Rather than featuring the December $5 happy hour special, maybe they should provide relevant timely information to the passengers.

Furthermore, I've flown other carriers on similar duration flights that have no problem doing a beverage service (or meal service too). Eagle MKE-ORD; NW DTW-TVC come to mind. BA even offers a full breakfast service on flights like EDI-LHR or CDG-LHR. LY offers light meal service on ETH-TLV. WN offers full service on PHL-BOS. I could go on and on.

I did not sense (and the OP clarified) that he/she did not demand a beverage, and had the FA informed him AA's policy is no service on the route he/she would have dropped the matter. Regardless, why are they making the announcement "although flight attendants are primarily on-board for your safety, if there is anything we can do to make your flight more pleasant please do not hesitate to call on one of us" if they don't want to be bothered serving pax drinks or proving service? It seems to me the OP had a reasonable request asking for a beverage, it was clear the subject FAs were not overly busy with other responsibilities and the OP requested it at a reasonable time during the flight.
