These explanations make sense for DL to stay in S. Would be nice if DL/AS or SEA put in a bus between N/C and S then. Alternatively, would be nice to put Customs/Immigration facilities in N, have DL move over to N, have AS/DL in D,C,N, with all AS international arrivals in N.
