Not dumb at all because they didn't care. I took photos both times I went through Chinese immigration. It was not like in the U.S., where the camera and cell-phone rules are very strict in the immigration area.
So you're worried about not pressing a button with flashy lights, but are perfectly fine to shoot pictures in an immigration area where there are signs in english telling you not to do so. All in a country where you don't speak the language well.
Btw, they have these same survey systems at Carefour and other stores in China. You don't need to push the buttons there either.
