You should be able to call Qantas to do this. Online pre-selection is only available for PS and above, but you should have no problem having the call centre people allocate you a seat (or your travel agent if you booked via one).

When I got a live person I explained that I booked using my BA miles
and am on QF 7 from Syd to DFW in Business and I wanted to pick my seats
she asked me where I wanted to sit and I told her "Upper Deck".
I hear " Yes Mr. Mizer we have seats 4e and 4f in the Upper Deck" I asked
are you sure that is the Upper Deck and again she said YES it is the Upper Level or Deck ok please repeat to me the seat location etc. she repeated for the 3rd time the seat numbers and they were in the upper deck, I said GREAT thank you so much and hung up .
So I went to seat guru only to find about four different maps for 747's
but NONE have a row 4 in the upper deck LOL
