April? Not the best time, but not the worst time either. I'd gather chance is less than 50%. Better than in summer, though, when chance is closer to 0%. Best is Winter, from mid-November to February, then chances are in the 70-80% range, especially at close distance like Hakone.
And yes, best time is early morning. In Winter, if it isn't cloudy or raining (say 1 out of 5 days), you
will see it. In April, you'll have to contend with some haze already, plus much higher likelihood of rain. In summer it is all haze and/or rain all the time.
