I read somewhere a while back that the Gov't installed these before the Olympics to improve customer service.

It doesn't help that the lights flash for a millisecond but I have noticed that over the past few years, the customs officials are less surly than they used to be. Some are actually pleasant but all of them have been professional based on my experience.
