Yep. Remember that they got their own TFR to prevent private planes from flying over DW. It was ostensibly for "security", but really was about restricting banner tows over the park. They had that TFR long before the NFL got a similar one.
Long-time Florida residents (
those going back to the '60's and '70's) curious about the history of Florida are quite familiar with the Reedy Creek Improvement District. The district has almost total autonomy within its borders (
including the ability to construct a nuclear power plant, if it so wished) and an exemption to state zoning and land use laws (
including eminent domain). If they have a TFR, all they are doing is expanding their already powerful influence "up".
