Absolutely not. Each program has its own rules. Even earning on partners within *A varies depending on the operating carrier of the flight, the program to which you are crediting it and the fare class paid.

You will get Continental OnePass points, assuming that the fare class is high enough that the VS flights qualify for earning. Details on the qualifying fare classes
can be found here. Keep in mind that the NH fare class may not actually be the same as the fare class that VS will put on the flight; that's just the way codeshares work.
