These sound very much like official rules as laid down by KLM management. In which case, if they've gone to the bother to make the rules about "upgrading" staff clear, it naturally follows that they would be very interested to know when these rules are being broken. I say if you experience service being downgraded as a result of upgraded staff OR you suspect illegal upgrades have been made (usually after the doors have closed), then it should be reported to management. If they don't know it's going on then they can't do anything about it.

yes, you should report it, but most the premium passengers don't report it.
And KLM is not the only airline who does this alot, upgrading staff or friends when doors are closed.
