Not dumb at all because they didn't care. I took photos both times I went through Chinese immigration. It was not like in the U.S., where the camera and cell-phone rules are very strict in the immigration area.
last time flying into Beijing T3, the lady in front of me actually stepped back to take a few photos of the terminal, the guard even pointed out some interesting features of the building for her to shoot. Then again, the immigration counters aren't exactly hidden, as you can see them from the departure lounges.
