As of 2011 I dont see a way to transfer pts unless that person actually lives at your address. My bro just returned from overseas from work and actually lives at my house. He changed his address a week or so ago and still needed to fax in multiple pieces of proof that he lives there. DL, Utility Bill, and household bill.

I dont think they'll let you sneak around the loophole any longer.
