I've never encountered such a rule, and wouldn't be in favor of it, either.

Being able to grab some breakfast and take it back to my room, to eat while I pack or watch a different TV channel than the one that plays in the lounge, or to be able to eat in peace and quiet instead of putting up with a clan of rowdy kids, is a must for me.

Not only that, but the lounges in most of the hotels where I've stayed are not big enough to hold the entire capacity of the hotel; the seats and tables fill up in the mornings, leaving one with no place to sit and enjoy that complimentary breakfast.

So I prefer being able to grab grub and push off.

Are you saying every time new food was brought out, the two ladies took it all, leaving nothing for all the other people (not just you) waiting in the dining area? It seems to me that if several people were left without food, a ruckus would have occurred and management would have become aware.

And second, why not just communicate - "Hey I know you have many to feed, but I need just a little so I can finish and attend my business meeting. Can I jump in and get what I need?"
It's not a matter of quantity, it's a matter of time.

As I understand it, the two women emptied the eggs and took a dozen bagels on that trip. If I'm in a rush in the morning, as many business travelers often are, it's very inconvenient to come across multiple empty trays at the breakfast buffet and have to wait for new trays of eggs or bagels or whatever to come from the kitchen. It leaves one with a choice of either taking other items, eating somewhere else, or not eating at all. Not a fatal choice, of course, merely an inconvenience, but still, when you're supposed to get hot eggs and sausage and you wind up settling for an apple and a banana, all because someone else decided to take all of the eggs at once, it's a little frustrating.
