Is the hotwire/priceline reservations cancellable? If so, book a couple of nights and try tacking on the third night free and suite upgrade certificate.. Another way to do it, as I've done this in the past, is call up reservations and say "I found this rate on hotwire/priceline, can you match it." Fairmont, instead of paying a third party a commission will book you most of the time if you request that.

If you happen to book hotwire/priceline, then retain your reservation #, and call up Premier/Platinum hotline.. They'll look up your third party reservation # and assign a Fairmont reservation # to it as well. If the concierge can see the reservation, they can help you redeem the certificates and/or guarantee upgrade the room for you. The third night free cert might work.
