Napolitano may be the case that proves both the Peter Principle and Dilbert Principle to be incorrect.
The Peter Principle states: "In a hierarchy every employee tends to rise to his level of incompetence."
The Dilbert Principle states: "Organizations tend to systematically promote their least-competent employees to management (generally middle management), in order to limit the amount of damage they are capable of doing."
In Napolitano's case, she appears to exceed her level of incompetence every time she opens her mouth.
