A train ticket may be used only for the person for whom it was purchased. It's not out of the question that you might not know who that was at the time of purchase. Tickets don't have names on them, anyway, so enforcement is pretty patchy, except where people are reselling tickets.
(The latter is perhaps more the point. An airline ticket is tied to a name - a train ticket isn't.)

Most rail tickets bought through travel agents (and many advance tickets from train operators) do have the traveller's name on them.
