You can only book EI flights on the BA website when they're part of a larger itinerary that also includes flights on BA metal. In this case, the EI sectors will be booked under a BA codeshare, and would earn both miles and TPs.

When buying flights on the EI website, you can't book under the BA codeshare. You can enter your BA EC number when buying on the EI website (or at check-in), and you will earn miles (125% of flown miles in EI Biz, 100% of flown miles in EI full-fare economy, 25% of flown miles in EI discount economy) but you can never earn Tier Points.

Note that you can earn BA miles on all flights in the EI network, and not just those flights that carry a BA codeshare number.
