ID doesn’t expire. Documents that can be used to identify yourself expire for the purpose that document was issued. Just because a driving license has expired, doesn’t mean you have suddenly ceased to be the person the document was issued to.
There are many documents with an identity proving component that simply don’t expire.
When will the idiots at TSA recognise this simple fact?
