It seems to me that depending on the exact time when he would need to call, either the North American number or some major Asian country (Japan? Hong Kong?) could work. You could also make the call to Le Club as suggested by
Jouy31 on his behalf if you don't mind acting as a 'travel agent'
Your FB number will get you through and I doubt if they would refuse to serve once you said you were calling on behalf of someone else.
