It can be difficult because Starwood does not operate many (any?) properties, so it's hard to tell whether they're legally liable for things that happened at this property. However, their name is on the hotel, and you can often get action by involving a local newspaper or television station. Like most large corporations, Starwood doesn't really want bad press.
Did you ask the police for a copy of the report? That seems like the best way to get that at least.
