1. It's impossible. The tank only holds about 12 gallons. If you refilled with 4 gallons and drove a documented 35 miles, you have a case to go back to Hertz for credit as the tank was not full. However, since we're talking a third of the tank, there is no way it would take 4 gallons and still show full, so did you check the fuel gauge before driving off? I've put thousands of miles on various Priusii and I drive a R400h hybrid as my own car and I know these cars inside out

2. The Prius will most definitely generate heat - when temperatures are cold and the climate control is set to the correct temperature, the engine will run continuously on and out of hybrid mode until the cabin is warmed. Many of us consider this a shortcoming of the system as it behaves like a normal car until the cabin is warmed. I manually turn the climate control system off in my car and use the seat heater instead so the car will still operate in hybrid mode
