What's unclear, however, is the latter part of the statement: Do I only pay for the checked bag ($20) and NOT the overweight fee as long as my bag is under 50lbs? Or, does checking in my snowboard automatically incur the overweight fee along with the checked bag fee?

If the bag is under 50 lbs it won't incur the overweight fee... my friends have checked snowboards lots of times on AS/QX with no problems, and same with skis for myself. So it should be just the $20 for your single bag.
