The link you provided (and then pulled) in NO WAY indicates for which promotion the list of excluded hotels applies. I trust you are confident that this list is for another promotion. But from looking at the list (and URL) it is impossible to determine the promo.
The only thing I can add here is that the link came from the
Q1 "More Nights, More Points" promo... In the fine print is the link for non-participating hotels.
