That`s about the going rate for a prepaid SIM- I think the AU rates are about ¥100 minute. People who are not residents of Japan have limited options when it comes to mobile phones, which are much more expensive than the rates paid by residents.
Softbank is generally considered to be less expensive than AU or Docomo.
