This was a while ago after a chat where someone else at Starwood said that Flyertalkers should be able to sign up for targetted promotion or something like that. It was a one time exemption to add people who weren't targetted for any promotion to get added to the promotion of their choice.

I'm sure someone else better at searching will post the link but I know it was a _one time thing_. I wouldn't expect or ask for it again. But that's just me
