No longer true. This used to be the case but recently the NSK has changed policy and are now prohibiting the practice of seat swapping early in the day. Even if you come early enough for the lowest division matches in jonidan or jonokuchi, you will be stopped and directed upstairs to your ticketed seats. There has been a firestorm of protest and the thinking is they will have to back down on this but for now, no front row seats even if they are all empty.
