I thought about that, but I figure i would loose the cert its been 48hrs since booking now. I wish I would have known about the appeal to customer relations to get the cert back then I would have cancel for sure in the 24hr period. I guess my cheap flight to CDG is $100 more then i wanted to spend.

OP, can you check fares on the GDS for your pairs and see what is published? I doubt the fare has expired or changed. If there's a match at 197 base fare, there's your sign.

Looks like you bought a one-way ticket with two flight segments, calculating on a 197.00 base fare. If it were a 97.00 base fare, as you presumed, the taxes would be less. Am I correct?

IMO, you likely phat-phingered this one. Sorry. If you want to post the details, I'm sure someone can confirm/deny it.
I checked the fare, its now $204, its 4 segments, 204 + 42.80, that confirms i was probably just blind and didnt see the 1 before the 39.80
