While a preconfirmed suite isn't a benefit if you do stay at the same hotel numerous times, they may do extra things for you ahead of other plats staying the same nite. However its your first visit and expecting two favors is a bit much

As for changing programs perhaps he wants to earn some of Starwood's free weekend and points. :-)
