Skype, VOIP, and other connected apps don't require you to have wi-fi, they only require you to have an internet connection.
If your laptop is not capable of wired network connectivity - i.e. it has no ethernet port at all - that's a horse of a different color. But if it HAS an ethernet port, then the wired internet connection should work for you just as well as your wi-fi does at home. In fact, it should work better, because wired ethernet generally has better data throughput than the most common flavors of wi-fi (802.11 B-G).
