I think maybe the confusion is by the addition of "1st" here. It is try that the 90/180 period starts upon entry into schengen, but this is true on the 2nd, 3rd, or 18th entry -- not just the first.

Basically, at any point in time, say, today: look at the last 180 days. Have you been in Schengen for less than 90 days? Then you still have days to burn.

In essence, what you're saying a party could do would be to show up in Schengen on Jan 1, get 'entered' and leave. They return to schengen on april 1, stay 89 days (until june 30), go to croatia for a day, come back to schengen and stay 3 more months...essentially giving someone 179 days out of 180 days in the zone. Surely you don't think European immigration officials are so foolish they had not considered this
