You only need equipment when storms are exactly like this? I was in Atlanta last January, when it was paralyzed by minimal snow that melted, refroze and became minor (to a Northerner) ice. Ice is easily handled with salt and sand. Again, you can choose to deal with it effectively, or you can claim "not cost effective" and "Act of God" and let business suffer, and people be needlessly injured.
It will snow again in Atlanta. Guaranteed.
Per NOAA, Atlanta averages around 2" of snow per year. The infrastructure necessary to clear the roads all across an area the size of Atlanta is expensive and in balance would probably not be worth the investment for a few days use.
