I believe they are interspersed at bases that already have CRJ pilots. In future, you can tell whether you're scheduled for a "new" CRJ by seeing whether the bird has an F section--if it's all Y, it's not been refurbished.
Two major crew bases for CRJs are ORD and LGA. When you add any plane to any base, you have to add the commensurate number of pilots who fly that particular plane, so those decisions have little to do with where the pilots already are located. Pilots are always changing bases and getting trained and typed on different planes as the need arises.
I thought I had heard that all of the CRJs delivered before the F cabin was instituted had been refitted with F, but maybe not. If not, they will be.
