This might be covered somewhere else but couldn't find anything. If C is full and F is empty, and Y is half full, and nobody want to upgrade from C to F, will they upgrade paid C passengers to F so that 1K and GS members in economy can use SWU's to business?

I'm assuming probably not but didn't know if anyone had experience with this?
