It's unusual for Starbucks in the UK, but not for coffee places in general. VAT of 20% is payable on food and drinks in a café, but not on take-away (and prices are displayed inclusive of it). Generally, it'd be assumed you'd have a paper cup for take-away only. Where companies charge the same rate, they're effectively giving a 20% discount to those drinking in!
