And, I find that employees who are about to go on strike aren't going to to do their jobs before the strike anyway. They are unhappy, and will take every opportunity to counter-attack to work out their aggressions.

If I was in charge, I would just fire them all and start over. Hotel closed due to strike, or hotel closed due to needing to hire people isn't that much different to me.
