You can book DCA/IAD -- just search by price & schedule, check the "Nearby Airports" option, and you can book your preferred flights out of both airports.
Didn't work for me. It allowed the search (using WAS as airport code), but when I tried to select a particular routing with IAD outbound, DCA inbound it told me not eligible.
