They have a very definite purpose. They increase breakage (the number of certificates that never get redeemed).
Obviously it's in their interest not to have them redeemed. On the other hand, the multi-pax itin makes terrible sense to use as a "breakage" tool. I'm ready to book a trip for 3 people, 2 of which are paying the non-discounted (by ecert) fare, but it won't let me (easily) do it.
If they really wanted to make them unuseable it would be a lot easier just to limit the booking codes or impose loads of blackout dates. (And, of course, their "goodwill gesture" for my hassle would only make me more upset for having been "compensated" with worthless certificates.).
