Is there a way to highlight this policy to GAs that may have "forgotten" the policy?

This weekend I flew DFW-TUL in F. F cabin perhaps half full. Two Uniformed military boarded - sat in Exit row. I walked back an offered my F seat to them, apologizing that I only had one to offer, but said maybe they could flip a coin. It was a short flight and they politely turned me down intending to stay together. Seat next to me went out empty, as well as several others in the cabin.

Its always possible they were not traveling on orders, but if I'd known upgrading uniformed military on official orders was actually policy, and not just subject to a kind GA's doing, I might have advocated for them with the GA.

Flight pushed back 6 min early, so should not have been a result of rushing the flight.
